1 WORK PROGRAMME
1.1 Summary
The Livestock Support Programme (LSP) is implemented by indirect management with the Government of the Republic of Namibia (GRN), represented by the National Authorising Officer (NAO).
This programme estimate is implemented under central operations (i.e. the tasks are performed directly by central government). The Contracting Authority for the PE activities is the National Authorising Officer (NAO) while the Ministry of Agriculture, Water and Forestry (MAWF) is the project supervisor.
The overall objective of the programme is "to promote the entrepreneurship and enhance the livelihood of Northern Communal Areas (NCA) livestock farming communities in a sustainable way". The purpose is to "improve the performance of the livestock value chain in the NCA".
The programme is expected to yield four major results, three of which are thematic and come directly from the result areas of the Financing Agreement, while the fourth is related to the implementation of the PE itself:
Result 1: Livestock production systems and resilience to climate change are improved.
Result 2: Access of livestock farmers to domestic, regional and international markets is
promoted.
Result 3: Implementation of animal disease management and eradication strategies is enhanced.
Result 4: Coordinating the successful implementation of the programme estimate.
