Background


The Namibia Agricultural Mechanization and Seed Improvement Project (NAMSIP) is a Project which is co-funded by the African Development Bank (AfDB) by means of a loan—based on its Ten-Year Strategy (Agriculture and Food Security) and High-5 Priority Areas (Feed Africa and Improving the Quality of Lives of People), Government of the Republic of Namibia (GRN) and Project beneficiaries.

NAMSIP is the brainchild of the Ministry of Agriculture, Water and Land Reform (MAWLR). The Project supports the developmental objectives set out in Namibia’s High-level Plans and Strategies, which include Vision 2030, Fifth National Development Plan (NDP5), Namibia’s Harambee Prosperity Plan, MAWLR’s Five Year Strategic Plan and Growth at Home Strategy.

At the sector level, the Project originates from MAWLR’s Harambee Comprehensively Coordinated and Integrated Agricultural Development Programme (HACCIADEP) which comprises 10 schemes aimed at accelerating agricultural development through targeted interventions.

The Project addresses two (2) of HACCIADEP’s schemes, namely; Agricultural Mechanization and Seed Improvement, while mainstreaming gender, environmental and social issues in its implementation.

NAMSIP’s goal is to contribute to poverty reduction and economic growth. The Project’s objectives are to improve household food security and nutrition, job creation, improved household incomes and lives of rural people through increased agricultural production and productivity.

NAMSIP Target Beneficiaries

  • Communal Farmers
    • Individual farmers,
    • Farmers’ Co-operatives,
    • Farmers’ Associations,
    • Organised Groups (Women & Youth) who are involved in livestock and crop (cereal, horticulture & fodder) production
    • Resettled, emerging commercial farmers (individual or group) who obtained land through Affirmative Action Loan Scheme

Agricultural Mechanization

The key activities that will be implemented under this sub-component include:
  • Procurement of assorted machinery and equipment for crop production, harvesting, processing, and storage.
  • Supply and installation of standard drip/sprinkler irrigation systems, green houses and shade nets for horticulture and fodder producers
  • Procurement of assorted machinery and equipment for animal health and livestock fodder production.

  • This sub-component will be implemented in all fourteen (14) Regions

The role of the Project Implementation Unit (PIU) is to co-ordinate the above-mentioned activities while the Directorates of Agricultural Production, Extension and Engineering Services (DAPEES); Directorate of Water Supply and Sanitation Coordination (DWSSC) and Veterinary Services (DVS) are responsible for the practical field implementation of these activities.



Certified seed systems improvement


  1. The key activities that will be executed under this sub-component are:
    • Procurement of assorted machinery and equipment for production and processing of seed
    • Supply and installation of standard sprinkler irrigation systems for seed production.
    • Facilitate the production of seed under dryland and/or irrigation and distribution of certified seed to farmer.
    • Construction of five (5) full-house seed processing plants including installation of appropriate equipment.
  2. This sub-component will be implemented in the ten (10) crop growing Regions namely: Zambezi, Kunene (Northern Part), Omaheke, Otjozondjupa, Kavango East, Kavango West, Ohangwena, Oshikoto, Oshana and Omusati Regions. These Regions were selected for seed multiplication based on good rainfall patterns, favourable climatic conditions for seed multiplication and a fairly large number of farmers involved in crop production in particular cereal/grain crops.

The role of the Project Implementation Unit (PIU) is to co-ordinate the above-mentioned activities while Directorate of Agricultural Research and Development (DARD) is responsible for the practical field implementation of these activities.


Capacity Building


The key activities that will be executed under this sub-component are:
  • Support two (2) MAWLR Agricultural Training institutions (TAZAC and MADI).
  • Strengthen farmers’ cooperatives.
  • Facilitate international & national training for MAWLR staff (ToT O and M of agricultural machinery and equipment)
  • Capacitate beneficiaries (farmers) based on their training needs.
  • Recruit three (3) Technical Assistants for Irrigation (1); Crop Mechanization (2); and Certified Seed (3)
