Rebate (Commodities) Permit

Description:

Rebates are instruments to do away with the effects of tariffs in agricultural trade.  Tariffs have been agreed upon by trading partners to allow agricultural industries and value chains to develop, but also to protect agricultural production in all its forms against subsidization and protection by trading partners. 
Agricultural rebates are therefore critical in the development of especially developing and least developed countries and play a meaningful role to address imbalances in custom unions such as the SACU.

Target Group or Beneficiaries:  Commodities Importers, Namibian companies that have successfully applied for a quota. The quota allocated to a company can be spread over the 12 month period above.

Cost and valid dates: The permit is only valid for 3 months. More permits can be applied for. Currently the permit is free of charge. In the new future there will be a
charge for each permit to be issued.

Procedure:

None of the imported products may be re-exported to other Southern African Customs Union member countries under any circumstances.  Failure to comply with this condition will result in the automatic cancellation of this permit, as well as any future import privileges.

This rebate permit is valid for a single consignment only, and only the original of this permit must be produced to customs officials, upon which it must be surrendered to customs officials.

This rebate permit on its own is not sufficient for customs purposes.  It must be accompanied by another permit obtainable from the Directorate of Veterinary Services of the Ministry of Agriculture, Water and Forestry.
